This is X-Nite Roseblade, from Fatal Fantasy 4 Part 13: Second Intermission...
I was looking at pictures of gaudy, overdesigned, impractical clothes in anime and JRPGs. I saw them and thought It would be funny to try, so I did. The entire time I drew this guy I was laughing like a retarded hyena on drugs. I also colored him pretty quickly in GIMP. Took about 10 minutes to draw, and 30 Minutes to color. He looks like he wants to outdo that one FF character who punches robots by CLAWING them with his hands instead. Or stomp them with his beautiful platforms.
Or for all we know, he could just skewer everything with his deer horn hair.
